The origin of this crazy-colored hair practice in anime originated in the black and white drawings of the manga. As well? The manga pages are printed in black and white, because it was much cheaper than printing in color.
Only the manga that is popular get a precious 1, 2 or 3 page color distribution from time to time or get the colorful magazine cover. Like the mangakas they had so few opportunities to draw their characters in color, they were hungry for color.
In the 1970s, they experimented with the use of all possible colors in their rare color illustrations. The same character ended up appearing in different covers and editions with different colored hair.
As mangaka Miuchi Suzue and others used so many different hair colors for the same characters over a 40-year period, many readers were not sure which hair colors were common. Even anime had versions with different colored hair.
Over the years, the mangakas saw that it was more worthwhile to assign a specific color to their characters’ hair. So those manga that had multiple volumes with the same character with different hair colors ceased to exist.
